All cesspools in the state of Hawaii will be required to be upgraded by 2050. However, cesspools under the following current circumstances, will need to be immediately upgraded, as required by the Hawaii Department of Health.
- Your cesspool has been pumped more than twice or has spilled more than once in 12 months.
- You are applying for a building modification for adding an enclosed area such as a bedroom or an ADU.
- You are changing the use of your property: i.e, from residential to commercial.
- You are applying for a building modification (example: adding carport, lanai, bathroom) and your cesspool discharges into the groundwater.

Residential Cesspool Conversion Grant Program Information
The Residential Cesspool Conversion Grant Program for Kauai County will provide selected qualified homeowners with up to $20,000 to reimburse the cost of upgrading existing cesspools to individual wastewater systems (IWS) approved by the Hawaii State Department of Health-Wastewater Branch (WWB).
Applicants will be selected based upon the priorities discussed in more detail below.
However, if there are program funds remaining after selection of applicants based on the priorities below, applicants not meeting the priorities may be selected on a first come first served basis.
The program’s application period starts 7:45AM August 28, 2024, and will close 4:30PM September 27, 2024.
